Introduction

To promote faster, more efficient forms processing, the U.S. INS has developed an electronic version of the Form-N-400, Application for Citizenship, which applicants may access nationwide on a personal computer via the Internet. A major improvement over the traditional paper application, the electronic version captures key applicant data on a 2D bar code that is printed on the application.

The bar code can be scanned to automatically record the data, ensuring better data entry speed and accuracy.

This software requires Windows 9x or NT, as well as an HP LaserJet 4 printer (or equivalent). Applicants may complete the form on the computer. The user-friendly software guides applicants to fill-in mandatory fields of information. When the form is completed, they print it, sign it, and mail it to the appropriate U.S. INS Service Center.

At the service centers, data entry clerks electronically enter applicant data into CLAIMS, the INS' primary adjudications database system, by simply scanning the 2D bar code printed on the form with a scanner similar to those found at grocery stores. By limiting the manual entry of application information, the new bar code technology increases data entry accuracy, reduces application processing times and results in better customer service.

The U.S. INS has been working with community-based organizations to pilot this new technology in approximately 15 different locations throughout the country. Since its initial installation in Los Angeles, California, U.S. INS California Service Center employees have documented that it takes approximately 50 percent less time to data enter a bar-coded N-400 as compared to a non-bar-coded application.

Follow the instructions below for a successful installation of the N-400 2D Barcode Application Software:

  1. In the File Download dialog box, select "Save this program to disk" and click the "OK" button.
  2. In the Save As dialog box we recommend that you save the file in the 'C:\TEMP' directory, and click the "Save" button.
  3. After the download is complete, open Windows Explorer. From the 'C:\TEMP' directory, double click the N-4002DBarcodeApplication.exe file to launch the file extraction. (Close all other programs before attempting this procedure). This will extract all of the setup files, and install the N-400 2D Barcode Application onto your computer.
  4. At the end of the setup, you are required to re-boot your computer to complete this installation.

Once the application is installed, it can be removed at any time by selecting "Start -Programs-N-400 2D Barcode Application-Uninstall N-400 Application" from the Windows Task Bar.
