F1 visa stamping in Mexico or Canada

Hi,

Currently, I am working on H1-B visa. I have been admitted to University and will be receiving my I-20 soon. I will need to get the F1 visa stamped as I will be having assistantship at the University.

Can I get my visa stamped by going to Mexico or Canada?
