Humanitarian Parole Authority 2/19/2002
U.S. INS advises the field that humanitarian parole authority is being transferred back to the INS Headquarters Office of International Affairs from the 3 overseas district offices to which the authority had been delegated in 1992

DOJ to Publish Proposed Rule to Enact Procedural Reforms at the BIA [02/15/2002]
The Justice Dept. has filed with the Office of the Federal Register a proposed rule that would make a number of procedural reforms at the Board of Immigration Appeals, including cutting the number of BIA Members from 19 to 11. The rule is scheduled for publication on 2/19/02, at which time we will post the official copy.

• HHS Updates Poverty Guidelines [02/15/2002]
  HHS updates its poverty guidelines to account for last year’s increase in prices as measured by the Consumer Price Index. In the immigration context, these data are used primarily in determining ability to provide support in connection with the affidavit of support (67 FR 6931, 2/14/02).
