Computer System Update
The computer system appears to be working again, finally. Staff are able to process both H-1Bs and permanent labor certification cases. We are still experiencing some printing problems but hopefully they will be resolved by COB tomorrow.
We would still encourage use of the faxback system in the national office, along with submittal of a letter to that effect, so we can pull pending LCAs. We've received over one hundred letters, and LCAs for the referenced companies have been pulled. Unfortunately several thousand are pending. Analysts will devote ninety percent of their time to processing LCAs until the backlog is reduced. Aside from those processed during "testing," no permanent cases can bc processed until the LCA backlog is eliminated. I would estimate that it will take three to four weeks to eliminate the pending backlog, unless additional "withdrawals" are submitted.
Permanent Labor Certifications
Within the next two to five weeks, approximately 5400 approved permanent applications will be mailed. During the seven-week computer "shutdown," analysts reviewed RIR applications received in this office from October 1998 - 3/1/99 as well as misfiled shortage occupations cases. Staff "tagged" those which are certifiable.
In an effort to quickly reduce the backlog, we have hired temporary staff to assist in immediately mailing those certifiable cases. In order to accomplish the task quickly, a different numbering series will be utilized and no cover letter will be issued. This is a one-time occurrence. I have been in contact with Mary Agnelly at INS regarding our computer problems and plan to call her tomorrow to discuss this new, one-time procedure. Hopefully, this will eliminate any problems when the applications are filed at INS.
At this tie, we are unable to check status on cases; however, we are continuing to cull the backlog for the misfiled RIR cases and/or other shortage occupations. It would be helpful if members do not send in additional lists containing misfiled RIRs, etc. at this time. The cases included on previously submitted lists have either been or soon will be.
Faxback System Installation In Region IX
The target date for installation of the faxback system in San Francisco is Monday 3/15. An updated flyer announcing the installation should be available late tomorrow. The system may be operational by late afternoon on 3/15; however, testing and training will occur then so users are encouraged to wait until 3/16 before sending in LCAs. The telephone number will be 415.975.4964. Please advise members that the system is not yet operational so it is pointless to try the number at this time.
