The consulate at Ciudad Juarez asks that, if you are going to take advantage of the process described in the recent cable on immigrant visa processing for employment-based cases with pending I-824s (Click here for cable) you include with the documents specified in the cable the documents (OF-230, 169, and supporting documents) that you would have submitted to the NVC under ordinary processing. All documents should be submitted directly to Ciudad Juarez, to the attention of the Chief of the Immigrant Visa section.
