OIG Report on INS Naturalization Program

The Department of Justice’s Office of Inspector General has released its report on the INS’ “Citizenship USA” initiative, finding that while the initiative was highly defective it does not appear to have been motivated by electoral politics.  The report’s Executive summary can be found at http://www.usdoj.gov/oig/cusarpt/cusaexec.htm .
